Abstract
In order to anticipate vacancies in sub-district civil
servant positions, regional government, in the Kulon
Progo Regency area, through Regent Regulation Number
6 of 2021 concerning implementing regulations for
Regional Regulation Number 10 of 2020 concerning sub�district civil servants. Based on initial observations, in its
implementation there are still several problems and
obstacles faced. Such as the small number of participants
who were selected due to the lack of socialization from the
committee regarding the implementation of the sub�district civil service test. Apart from that, there is a lack of
openness in the selection and screening of candidates for
sub-district officials and others. In general, the aim of this research is, firstly, to describe the process of filling out the sub-district civil service in Kulon Progo Regency, and secondly to find out the implementation of Regent Regulation Number 6 of 2021 in filling out the sub-district district civil service in Kulon Progo Regency. This research is empirical legal research, namely legal research that examines and analyzes people's behavior in relation to
the law. The approach method uses a sociological juridical approach, namely research carried out on the real conditions of society with the aim of knowing the application of law in society. The data collection method is through literature study, interviews and observation, then the data is analyzed using qualitative descriptive methods. The results of the research concluded that the process of filling in the sub-district civil service in Kulon Progo district included: the village head formed a team tasked with filling in the sub-district civil service. Next,the team carried out screening and screening through selecting administrative requirements and administering exams in accordance with Regent Regulation No. 6 of 2021 in article 10. It is stated that the implementation of exams must collaborate with higher education institutions that have competence regarding exam material, exam correction and assessment. Then the results of the selection of village civil servant candidates are at least 2 (two) candidates based on the highest score ranking which is then consulted with the panewu to obtain recommendations for appointment as sub-district civil servants, while the implementation of Regent Regulation Number 6 of 2021 can basically be implemented according to regulations such as the formation of committees, selection administration, exam materials for the examining team and so on. However, there are still weaknesses, including the requirements for candidates which are considered burdensome, lack of socialization, the existence of several villages that are less open in the process of filling out sub-district officials and so on.
