Abstract
The amandment of Indonesian Constitution (UUD 1945), giving changed on system and practical Indonesian constitution to implementation the state by the rule of law and democration on political parlement, that change can seeing on maked the new state institution (Political Institution). That is Regional Representatives Council as the second chamer after People Representatives Council on Indonesia bichameral.
The Regional Representatives Council maked and introduced on third amandment of UUD 1945 on 2001, regulated on Article 22C and 22D of UUD 1945. The more regulation about this institution (DPD) regulated on one Act with MPR, DPR, and DPRD on Indonesian Act number 22 on 2002.
