Abstract

The Regional Representatives Council (DPD) is formed initially with the primary goal to replace the Group Representative (Utusan Golongan) and the Regional Representative (Utusan Daerah) in order to incorporate local councils in the national political decision making process. Given the fact that the representative system introduced in the amandment of the 1945 Constitution is the blurred bicameral system, DPD is only privileged to propose bills to the House of the Representatives (DPR). Hence, DPD is automatically excluded from any public policy decision making related to issues on regional autonomies, national-local government relationship, formation and expansion and regional integration, resource management natural and other economic resources as well as the financial balance between national-local governments. The situation, by no means, relegates the DPD's roles in making the final decision on the matter of the proposed bill, granting the approval for a certain state policy and so forth. The position of the DPD is simply circumscribed as the companion of the DPR where all primary roles in budgeting and forming the legislation in the hand of the latter body.
It must be noted that there is a need to evaluate the function of legislation and the structural system of the parliament in order to form a joint session and to establish a bicameral system where the two-representative bodies work together.
Of the gray only in charge of proposing draft legislation to Parliament, matters relating to regional autonomy, the central relationship anddaeran, formation and expansion and regional integration, resource management natural and other economic resources as well as matters related to financial balance between central and local governments. DPD has no power to make the final decision on the proposed legislation, granting approval for certain statepositions, the result of budget monitoring, the final decisionremains in the DPR, DPD is positioned as a companion House of Representatives. Fore need to be reviewed legislative function and structure of parliament so that the Assembly strongly as Joint session (joint session) and ultimately become an institution which is actually two-room structure.
